The Ministry of Foreign Affairs of Ukraine announces the appointment of Mr. I Nyoman Astama as the Honorary Consul of Ukraine in Bali. Based in the city of Denpasar, the Republic of Indonesia, the Consular District is covering the Province of Bali. Referred to the Letter of Announcement No, 445/2020 dated the 22nd of July, the Honorary Consul can exercise in his Consular District the Consular functions according to the paragraphs “a”, “b”, “c” and “e” of Article 5 of the Vienna Convention on Consular Relations of 1963..
The exequatur letter for the Honorary Consul of Ukraine in Bali was handed over by the Minister of Foreign Affairs of the Republic of Indonesia on the 19th of November 2020 in the Ministry Foreign Affairs office, Jakarta, together with other 7 honorary consuls appointed in Indonesia by their respected countries. In her Exequatur Letter, H.E. Mrs. Retno Marsudi says, “The Exequatur Letter from the Foreign Minister of the Republic of Indonesia functions as an acknowledgment from the Government of the Republic of Indonesia for the existence of the Honorary Consulate of Ukraine in Bali. With the issuance of this exequatur letter the Honorary Consul of Ukraine in Bali can perform his duties and functions and deserves the rights and authority for the Consular representative as allowed by the international rules and the Law of the Republic of Indonesia”.
The Minister of Foreign Affairs of Ukraine, H.E. Dmytro Kuleba in his letter requested to all Ukraine officials to acknowledge Mr. I Nyoman Astama as the Honorary Consul of Ukraine, as well as to ensure with a free execution for his functions, all rights, privileges, and immunities that corresponds to his post, to provide him with any kind of help, assistance, and protection in all necessary cases.
Proceeding the handover of the exequatur letter, the Ambassador of Ukraine, H.E. Volodymyr Pakhil was conducting an official visit to Bali on the 27th of November 2020 in order to officially launch the Office of Honorary Consul of Ukraine in Bali and to inaugurate Mr. I Nyoman Astama as the Honorary Consul of Ukraine in Bali.
“It is great momentum for the Embassy of Ukraine in the Republic of Indonesia as today the Honorary Consulate Office and the Honorary Consul in Bali are officially inaugurated. The Exequatur Letter has been issued by the Minister of Foreign Affairs of the Republic of Indonesia on the 19th of November 2020. Far before the inauguration, the Honorary Consul in Bali has been doing some activities to assist the Embassy of Ukraine in coordinating and finding the most efficient ways to provide solutions for Ukrainian citizens in Bali who are in need. I believe the great cooperation will continue even stronger and better in the future”, said Mr. Volodymyr Pakhil, the Ambassador of Ukraine in Indonesia.
The appointed Honorary Consul of Ukraine in Bali, I Nyoman Astama stating that one of the functions of Honorary Consul based on Article 5 Consular Relations of Vienna Convention of 1963 is furthering the development of commercial, economic, cultural, and scientific relations between the sending State and the receiving State and promoting friendly relations between them in accordance with the provisions of the present Convention.
The grand opening event was highlighted with a Welcome Dinner hosted at the Four Points by Sheraton Jimbaran and attended by the Ambassador of Ukraine in Indonesia, high-rank officers from the Ministry of Foreign Affairs, and Bali government officials.
